Eliaquim Magala is ruled out with the hamstring injury sustained during the midweek defeat against Everton, with Martin Demicehlis likely to deputise in his absence. Manager Manuel Pellegrini could, however, play the versatile Bacary Sagna at centre-half with Pablo Zabaleta available again. Wilfried Bony, Vincent Kompany and Samir Nasri remain on the sidelines. Willy Caballero will continue in goal.
Pellegrini said: "Willy will play both Cups. For Joe it's good to work one complete week because we are playing so many games.
"Mangala and Bony are both still injured. We will know more tomorrow.
"Vincent is progressing, it's a muscle injury and we must not rush him.
"I think one of most important merits of this squad is to continue being in all the competitions with so many injuries.
"I hope in future we have the normal amount of players."
City's last away game at Carrow Road ended in 0-0 draw, but overall City have won 25 of the 66 games played against Norwich, with 22 draws and 9 defeats.
