Eliaquim Mangala misses out with a minor muscular problem, but is expected to be available for the midweek trip to Moscow, whilst Samir Nasri remains sidelined.
Manager Manuel Pellegrini admitted that the international break had disrupted his preparations ahead of this game.
"Of course it is not easy to see which is the best starting 11 when you have so many players arriving on different days during the week," said Pellegrini.
"Tomorrow we will decide. Yaya arrived yesterday with Aleks Kolarov and Matija Nastasic.
"Other players arrived on Wednesday and others on Tuesday. All of them are in the squad list."
City's last home league game against Spurs ended in a 6-0 victory, with Jesus Navas (2), Sergio Aguero (2) and Alvaro Negredo amongst the scorers. Overall City have won 56 of the 147 games played against Spurs, with 34 draws and 57 defeats.
