Jack Grealish, John Stones and Mateo Kovacic have all been ruled out of the trip to in-form West Ham United, although manager Pep Guardiola will be back in the dugout following back surgery.
Grealish and Stones both missed England's recent games, but are thought to be nearing a return to action.
"They are both injured. They aren’t able for tomorrow", Guardiola said at Friday's press conference.
"I don’t know (how long for) - I don't think they will be ready for Red Star, but we will see, step by step.
"The injury for Jack is not muscular, but he has an incredible knock on his knee. Still the damage is there.
"John is still a little better, but has a disturbance in his muscles.
"[Kovacic] is something muscular, and not a big issue but he’ll be out for tomorrow."
City won their last game against at the London Stadium 2-0, with a brace from Erling Haaland on his Premier League debut. Overall City have won 61 of the 118 games played against the Hammers, with 19 draws and 38 defeats.
